Every adult was allocated sixteen points per four week period which they could spend on goods covered by the scheme. This had a number of advantages over conventional rationing. In the first place it enabled individuals to choose the items they purchased rather than restricting them to a specified quantity of each product. It also allowed the authorities to manipulate the market by requiring more points for scarce commodities for those which were plentiful.
